that nike is a hot brand. it's also one of oregon's biggest employers. and now the company is forcing the state's hand saying it wants a 40-year tax deal in exchange for bringing in new jobs or else. cnbc's own brian shactman joins us now with much more. good evening, brian. >> hi, larry. nike is the second biggest employer in the state of oregon. in fact, one of only two fortune 500 companies that have headquarters there. and basically they told the governor they want to expand and if they don't get tax certainty, they are going to be free agents and there are several states trying to poach them. the governor called a special session to pass legislation that says any company, nike, that spend $150 million in new investments over five years could get what they call single sales factor status. i want to explain it to people. that is taxing nike based on in-state sales, not just the combination of sales, real estate value and payroll taxes. it's an absolutely sweet deal for nike. whether it's 40 years or five years, it's going to be in between that range. but it shows you how important

about a crowded shopping mall outside of portland, oregon. three people are dead including the gunman after he opened fire at the clack kamans town center a short while ago. no word on whether he was shot or took his own life. the witnesses are describing a pretty chaotic scene of people who were rushing to the doors to escape the gunfire, that it sounded like firecrackers. about a hundred officers and emergency vehicles are now on the scene. and police say they do believe that this gunman angted alone, but they are still searching throughout the mall saying that customers and employees may still be in there and hiding not knowing if this incident is over yet. hundreds of people have already been evacuated and the sheriff held a news conference a short time ago updating the situation. >> i can confirm that we believe at this point there was one and only one shooter involved and that shooter is deceased. in addition to that, we have at least one patient who was taken, taken from the mall with a traumatic injury and at least two that were deceased. in addition to the shooter. >> and we

in the state of washington and oregon, feet of snow dumped on out here, good news for skiers, but not for those travelling out here. and the good news for the west coast, we'll start to see the system eastbound and you guys will clear out and parts of the rockies, and you can see stuff across parts of western colorado, utah, the state of new mexico and arizona and then as we head into later in the day, christmas eve and christmas day, the storm is going to ramp up. moving through portions of the central plains and produced about six inches of snow in some place that is typically don't see a white christmas and across parts of the texas panhandle, oklahoma, arkansas, missouri and a winter storm watch that has been issued across the state of oklahoma and you're likely going to continue to see these issued out as that system is headed your way and again, significant snow accumulation with up to six inches forecast for some of you. but, unfortunately on the southern end of the system where temperatures are too warm to see snow, we do have some severe weather possible tomorrow. large hail, damaging

a lot of heavy snow among higher elevations across portions of oregon, over a foot of snow recorded and a lot of heavy rain. some spots picked up to 15 inches of rain across northern california. unfortunately we deal with mudslides and widespread flooding in california, oregon even into washington. fortunately we have relatively quiet weather through parts of california and portions of seattle. showers across the portions of the pacific northwest. as we head into tomorrow and wednesday we have a new storm system that will be arriving producing a lot of heavy rain, three to six inches. the ground is saturated from the last series of storm systems. this could pose big issues across the areas already hit very hard with all this rain. look at the future radar as we head into tuesday and wednesday more rain. basically the northern parts of the rockies we have snowfall. we'll see snowfall across portions of the west coast but even into the northern rockies. dealing with more moisture across portions of west coast even though we dealt with a number of storm systems. jon, very quickly anoth

months we have had mass shootings in oregon, wisconsin, and colorado. when the public sees these as isolated incidents they're lesupset than when they occur one after the other, and the public the not accept, the public will not accept as a new normal one of these incidents every month, these mass shootings. second, of course, it involved children. and it's so poignant to see those pictures and i read the story in the newspaper where the families waited in the firehouse and when they found that a young child had survived, they called the parents out, and there were other parents waiting. what agony, what horror. so i think we can get something done. i think we have to do things that protect the second amendment rights of legitimate gun owners, but three things that we should focus on. we don't know the details yet, so you can't say any that any of them would have stopped this incident, but you can say they are parts of the pattern. one is to ban assault weapons, to try and reinstatement the assault weapons ban. the seconding is to limit the size of clips to maybe no more th

as well this is widespread, across the bay area, southern parts of oregon, just the infrastructure can't handle this moisture and underwashing some of these roadways. rescues, high water rescues yesterday and over the weekend. you can just imagine when some of these small streams come up and over the roadways, if you're driving through them people get stuck. the crews are brought in to try to get the job done and folks to safety. across napa valley, incredible flooding there. the napa valley seeing some of its worst rainfall in years. look at these numbers. petrolia, california, over 17 inches. bridgeville, 15 inches. that's an incredible amount of rain. to see that much rainfall is truly remarkable. we are seeing more in the way of rainfall across seattle and portland it has stopped for today in the san francisco area. some of the rainfall yesterday fell in the form of snow, snow levels at about 5,000 feet. i suppose it could have been worse. elsewhere, looking at a foggy travel across the lower great lakes. we'll talk more about that in the next half hour. guys, back up to you. >> ro

including oklahoma, missouri, minnesota, south dakota, virginia and oregon have said they will consider laws allowing teachers and school administrators to carry firearms at school. the nra says they are moving ahead to have their national model school shield program in place to any schools that want it. joining me now to talk about the dangers and backlash is the program director asa hutchinson. thank you so much for joining us. one of the things that struck me listening to wayne laperriere, there was no mention of any gun control in favor or in opposition, so i wanted to get you on the record. will the nra oppose any attempt to put new gun laws in place? >> well, that's a separate debate. my responsibility is school safety, and i think that's where the debate should center. we've got to act in a very urgent fashion to protect the children. my responsibility is to convene a high-level panel of experts to develop a model program for our schools, new tools they can use that will help protect our children. one of those options should be armed guards who are trained, but that should be an optio
